If the contractor is unable to submit the proposal in response to this RFP, the contractor shall submit the "NO-Offer letter" by closing date and time specified in the solicitation. If the contractor is unable to submit the proposal in response to this solicitation, the Contractor shall submit the "NO OFFER LETTER" by date and time specified in this solicitation. “ "FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION.
