TCTO/Drawing Package CContains TCTOs and drawings requested by bidders. We are still trying to locate 2JA8-20-501 and we will post it once available; however, a parts diagram of the throttle quadrant can be found in attached TO 2JA8-20-4. Four of the TCTO's are marked draft and should be treated as such. Note these are provided for informational purposes only, the identified RFP, amendments to the RFP and attachments are still the only documents to be relied on for proposal instruction.
A-10 PACAF In-theater DepotRequest for Proposal (RFP) Clarifications4/30/2009
1) 15 Days after RFP release as defined in section L as ‘15 Days Post RFP Release' is 15 Days after the posting date of 28 April 2009 or 13 May 2009.
2) Amendment 1 to the RFP replaced the undated Section L Attachment 1 Past Performance Information Sheet (PPIS) with an updated version dated 29 April 2009. The addition of the date was merely to differentiate the old version from the new. Notice that the old ‘Section I' has been has been removed and the sections re-sequenced.
3) Minor formatting changes to the section L attachments are acceptable as long as content, page limitations, and other restrictions as set forth in section L are adhered to.

The purpose of this amendment is to replace Section L Attachment 1 PPIS with an updated version. All other terms and conditions remain the same.

The attached files constitute the final Request for Proposal (RFP) for the A-10 PACAF In-theater Depot. All interested parties should refer to the documents posted for instruction for proposing in response to the A-10 PACAF In-theater Depot RFP. The Official RFP supersedes any previous versions and is the only document to be relied on for proposal instruction. Contractor Q&A
Q) We understand that the GTE in appendix B is free of charge. What about the STE and TE as mentioned in the appendix?
R) All Government Furnished Property (GFP) under Appendix B will be provided on a rent-free basis. This includes STE (Special Test Equipment) and ST (Special Tooling).
Q) In the head of the STE and TE it is mentioned that we can contact the Loan officer, to lend tooling. Under which conditions and what tooling is available for loan?
R) The Government Program Manager will coordinate with the government loan officer for loans of tooling. The list of GFP under appendix B of the contract is what is currently available.
Ammended Responces to Feedback on Draft RFP
There was an error on question number 28 on the PWS Questions and Answers. Inpsections need to be done IAW SLEP inspection sheets (in the library)

Request For information
A-10 Pacific In-theater Depot
The Government requests information from potential bidders for the PACAF contract regarding the Precision Engagement modification defined in the draft RFP as CLINs 0017, 0019, and 0020. The Government is interested in the estimated flow time per aircraft and total flow time to complete an estimated 24 aircraft with the Precision Engagement modification and the additional TCTO modifications defined in PWS Para 2.9.2.3. Please comment on the expected learning curve and the maximum number of aircraft that could be inducted and in-work at any given time based on the prospective contractor's capacity. This information is for planning purposes only to support internal USAF A-10 maintenance planning and will not impact contract requirements beyond what is currently defined in the draft RFP. Please provide requested information to the POCs listed below as soon as possible and not later than 23 April 2009.

SSI Inspection Points Work SpecificationsIn addition, not all SSI inspection points called out in the SSI Work Spec attachment in the PWS are defined in the A-10 Technical Orders. The draft inspection sheets are hereby provided for these inspections pending incorporation of these inspections into the T.O's. These inspection sheets are considered draft and shall be used for planning purposes only.
The data for package 2 will be mailed out on PC compatible CDs/DVDs if requested in conjunction with package 1, or e-mailed if requested separately. (1 copy per authorized bidder).
Package 3
Maintenance Requirements Review Board Fiscal Brochure (FY12)As requested during the pre-proposal conference the government is providing the Maintenance Requirements Review Board Fiscal Brochure (FY12) with hours per particular tasks. THIS IS PROVIDED FOR INFORMATIONAL USE ONLY. This brochure represents the estimated maintenance man-hours by sub-task as determined by the OO-ALC organic A-10 depot maintenance planners. Offeror's are cautioned that the tasks included in this brochure may not correspond directly to the work requirements specified by PWS.
The data for package 3 will be mailed out on PC compatible CDs/DVDs if requested in conjunction with package 1, or e-mailed if requested separately. (1 copy per authorized bidder).

A-10 drawings referenced in work specs and tech data are available upon request to potential bidders as authorized by the Government Contracting Representative.
